We cordially invite you to participate in the International Scientific Conference entitled "Legal and operational aspects of international local government cooperation", which will be held on June 16, 2023 at the Lomza State University of Applied Sciences in a hybrid form. The organized scientific conference will be one of the events celebrating the 605th anniversary of the City of Łomża, the celebration of which will also be attended  representatives of foreign governments cooperating with the City of Łomża.

The organizers of the Conference are the City of Łomża, the Department of Legal Sciences of Social Sciences and Humanities of the Lomza State University of Applied Sciences and the National Institute of Local Government. 

About the Conference: 

The idea of ​​the Conference is to focus on the legal, but also as well as organizational aspects of international cooperation implemented by local government Cooperation between local governments of different countries is strongly rooted not only in acts of  international law but also in local government practice, which is symbolized by the dynamically functioning formula of twin towns and communes. The premise for the use of the subject matter as part of the conference assistance is also the phenomenon effect of widespread in-kind assistance provided by Polish local governments (cities, communes, poviats, voivodeships) to Ukrainian local governments in connection with the ongoing armed conflict caused by Russia's aggression against Ukraine on February 24, 2022. R. The above phenomenon confirmed the relevance and scientific importance of the topic undertaken as part of the organized conference. During the event,  both theoreticians and practitioners, including local governments of foreign cities and communes cooperating with the City of Łomża .The purpose of the Conference is to exchange experiences, good practices  related to cooperation of local governments at international levels of cooperation with the cooperation of local governments to strengthen the international, to present and discuss the legal framework, views in the above-mentioned area  in the abovementioned. area, as well as  to discuss the challengesa, opportunities and future cooperation of local government units with foreign partners. The conference will be held in a hybrid form.

Panel 1. Legal conditions of international local government cooperation

  • basics of international cooperation of local government units in the light of the provisions of the Constitution of the Republic of Poland,
  • international cooperation of local governments in the light of national law,
  • international cooperation of local government units in acts of international law (Council of Europe) and on the basis of European Union law,
  • the role of the local government units in undertaking  cooperation with the local government of another country - competence aspects and the legal nature of the acts taken in this regard respect,
  • financial and budgetary conditions of cooperation of a Polish local government unit with a local government of another country (e.g. legal formulas of  in-kind and financial assistance),
  • the genesis of international cooperation of Polish local government units,
  • activity of representatives of Polish local government units in the bodies and institutions of the European Union and the Council of Europe,
  • other legal and theoretical issues related to international cooperation of local government units.

Panel 2. Self-government international cooperation - practical dimension

  • experience of cooperation between local governments of non-EU countries and Polish LGUs,
  • experience of cooperation between local governments of countries in a state of armed conflict (Ukraine) with Polish LGUs,
  • experience of cooperation between Polish and Lithuanian local governments,
  • international cooperation of local governments in the light of foreign activity of local government units in Poland and Western European countries,
  • foreign cooperation of local governments of countries located on different continents - opportunities and challenges,
  • other practical issues related to international local government cooperation

Panel 3. The future and challenges of local government in terms of international cooperation - experts' debate debate on the most important issues related to inter-self-governmental cooperation with the participation of representatives of local governments - cities cooperating with the City of Łomża. In addition to the above-mentioned issues, the planned scope and thematic area of the conference includes, among others:

  • cooperation in the development of local communities in connection with the conflict in Ukraine,
  • protection and improvement of the environment, waste management, protection of biodiversity,
  • culture and the protection of cultural heritage,
  • cooperation in the prevention and elimination of natural hazards and disasters,
  • energy network and energy security,
  • development and construction of road and rail infrastructure,
  • the social dimension of intergovernmental cooperation (residents as its beneficiaries),
  • international cooperation of local governments in promotional, cultural and sporting contexts

Important dates:

The Papers may be presented in one of the two conference  language ​​: English or Polish. Presentation time is up to 15 minutes. Presentations of the speakers will be translated from English into Polish and from Polish into English. The conference will be held in a  hybrid form. A detailed program of  presentations, together with the method of joining will be announced at a later date.   

May 30, 2023 - the final date of registration of participation in the conference

July 9, 2023 - the final date for  submission of the article for publication Speakers will receive appropriate certificates confirming their participation in the conference. Papers that receive positive reviews will be published in the form of a chapter in a scientific monograph in  the scored publication of the National Institute of Local Government (publishing house on the list of the Ministry of Science and Higher Education - 80 points).
